Proposed Casing Regulations
WATER POLLUTION STAFF DRAFTS NEW REGS - In a recent
email to Scott Gilbert, TOGA President, Paul Schmierbach,
Division of Water Pollution Control, wrote, "Due to a
substantial increase of well blowouts above and below ground
surface, the Tennessee Oil and Gas Board has developed Casing
and Wellhead control procedures to improve Safety and Environmental
Protection. This direction is taken pursuant to 1040-2-7-.02
Surface Casing, 1040-2-6-.02, Blowout Prevention.
TOGA officials are meeting with the Water Pollution staff
to hear TOGA member's thoughts and concerns about these proposed
new regs. If you have any comments, thoughts or suggestions,

Below are the new Regulations proposed by the state.
These are drafts. They are inviting our input. There are
three different documents. I have made comments to all
three (mod 1). Please feel free to make comments in the
document as I have or in a separate email or phone call.
We will come up with a response, send it back to Don Owens
and then set up a meeting in Knoxville to discuss the
differences.
