CHRISTMAS PARTY MOVES TO KNOXVILLE, DECEMBER 2-The TOGA Christmas party will be held on Saturday, December 2nd at the Hilton-Downtown Knoxville. BACK TO NASHVILLE FOR 2007 CONVENTION, MAY 9th -11th- The 2007 TOGA convention will be held May 9th through the 11th at the Embassy Suites, Cool Springs in Williamson County. Cool Springs is the newest, fastest-growing shopping, dining, and entertainment area in the Nashville metropolitan area. President Wagoner and convention co-chairman Bob Nelson have plans for an exciting new format for the event, including an extra day, an off site event and an exhibition area. OIL & GAS BOARD HEARING MAY BE CANCELLED-The parties involved in the Oil & Gas Board hearing now scheduled for November 1, 2006 at 9:00 a.m. in Nashville, are talking and are hopeful they can resolve the matter without a hearing. As of October 5th, it is still on. Call the TOGA office at 615-371-6237, for the status of the hearing before driving into Nashville to attend.
TOGA ASKS 'WHY SO LONG?" IN PARK COMMENTS- TOGA responded to
The National Park Service when it asked for comments regarding the preparation
of an oil and gas management plan for the Big South Fork National River and
Recreation Area and Obed Wild and Scenic River. TOGA wrote: As oil and gas
operators in Tennessee, The Tennessee Oil & Gas Association (TOGA) applauds,
National Park Service for beginning to prepare an oil well and gas management
plan for the Big South Fork National River and Recreation Area and Obed Wild
and Scenic River. However, it begs the question, why did it take so long?
The park has been existence for more than 10 years operating with no oil and
gas management plan.
Park officials will concede that the situation here is unique in that the
wells were here before the Park. However, the Park officials knew that when
the park was established. With no official oil and gas management plan in
effect, dealing with existing wells in the park has been on a "case by
case" basis, according to the Park Service. From an operator's point
of view, the policy has been a "slow no." No access, no operations,
no rework, no plugging, no maintenance.
Park officials lament the sorry state of many wells within the park as well
as the abandon wells. As oilmen, we believe the "slow no" policy
that has prevailed since the park opened has dramatically acerbated the problem.
If an operator was denied access to a well, production dropped to the point
it was no longer economical and simply quit producing. However, many of these
wells weren't really abandon, the operator had no choice because he had no
access.
When we ask when will there be a plan, we are often told that Congress didn't
appropriate funds for the expertise needed to develop a plan. We have had
to live with the no money excuse for a decade. Hopefully, the Park Service
will be a bit more understanding when some operators of wells in the park,
offer the same excuse for the sorry state of some of the wells.
As active oil and gas operators in Tennessee, we ask:
1. Remember-the oil wells were there before the park was built.
2. Many of the problems with wells today were caused by the Park Service's
own actions or lack thereof.
3. These wells are in the last years of their lives. They never were large
wells. Spending thousand of dollars on a well that makes a half barrel of
oil a day to make it more appealing to a tourist, is not something that can
be done.
4. While the wells are small, the income derived from them is a vital source
of both the operators and the royalty owners. We were here first and deserve
to continue.
5. We need immediate and unimpeded access to our wells.
6. Confine your plan to the park, not the entire watershed.
7. If you do not want oil wells in the park. Buy us out.
The Park Service was successful in displacing the landowners, but they did
so by buying them out. We demand the same consideration.
