Ky/Tenn Report
Volume 15, Number 3 March 2008
DRILLING PERMITS FEE RAISED TO $500-The Oil &
Gas Board, meeting in Nashville March 4th, voted to approve
a staff recommendation that the price of drilling permits
in Tennessee be increased from $150 to $500. The revenue generated
by the increase in drilling permit fees is expected to be
used for additional staff. The increase will take place after
the Oil & Gas Board action is approved by the Attorney
General's office as well as the legislature.
STAFF OUTLINES ABANDON WELL PLAN FOR BOARD-Following
the approval of the increase in drilling permits from $150
to $150, Paul Schmierbach, Environmental Program Manager,
Division of Water Pollution Control, who now heads oil and
gas regulation in Tennessee, reported to the board that the
staff would be meeting with industry representatives to develop
a plan to deal with Tennessee's approximately 4,000 abandon
wells.
OIL & GAS BOARD TO MEET JUNE 10TH-The next meeting
of the Oil & Gas Board is scheduled for June 10, 2008,
when the board will deal with two contested cases, originally
scheduled for the March 4th meeting but deferred. It is not
known if the state's abandon well plan recommendation will
be presented at this meeting.
BILL RAY APPOINTMENT OFFICIAL-On February 13th, Governor
Bredesen's office issued a news release naming several Tennesseans
to appointments on Boards and Agencies. The release included
Bill Ray of Knoxville to the Oil & Gas Board as the landowner
representative.
TOGA BOARD RESIGNATIONS, ELECTIONS- Frank Lynch, former
co-owner of the Somerset Refinery, and Bob Munsey, a former
Universal Well Services engineer and now with CNX, have both
resigned from the TOGA board of directors. At the winter meeting
in Knoxville, the board elected John Bonar, Atlas America,
Inc., and Gary Bible, Miller Petroleum, Inc., to fill the
vacant positions on the board
NEW, IMPROVED TOGA WELL SIGNS AVAILABLE-TOGA has produced
new well signs that are vastly superior to the original signs.
They feature a plastic overlay that covers and protects the
writing on the sign. This process was developed for use on
trucks and often lasts 5 or more years. Operator can write
on the signs with a Sharpie or print the well data on a computer,
glue it to the sign and then cover with the plastic overlay,
after removing the protective film. There are no instructions
with the signs, so be certain to remove the protective film
so the plastic overlay with adhere to the sign. The signs
are available to members and non-members from B&H Supply,
Helenwood or through the TOGA office. Call the TOGA office
and ask for Teresa at 615-371-6137. She will mail you the
signs, along with an invoice for the signs and postage.
ANNUAL WELL REPORTS DUE APRIL 15-According to Oil
& Gas Supervisor, Mike Burton, all companies are required
to submit their annual well reports for 2007 by April 15,
2008.
