STATE WANTS TO RAISE PERMIT FEES, BONDS TO $15,000- The state of Tennessee has introduced legislation in Tennessee House and Senate to increase drilling permit fees up to $2,000 and reclamation fees not to exceed $15,000. TOGA was aware that the state was interested in raising permit fees from the $150 level, but had not been warned about the increase in reclamation fees to $15,000 from the existing $1,500. It appears the administration is attempting, through this legislation, to combine the plugging and reclamation bonds. TOGA is providing research to its lobbyist, Tommy Burnett, to inform the legislature that these fees are substantially higher than all surrounding states. TOGA intends to fight this legislation and urges all members to ask for their legislators to help in our battle.

TOGA-STATE OFFICIALS TO MEET TO REVIEW COMPLAINTS- In response to the TOGA meeting with the commissioner to complain about regulations, the state has set a meeting between TOGA representatives and M. Paul Schmierbach, Environmental Program Manager and Don Owens, both of the Division of Water Pollution Control as well as Mike Burton, Assistant Oil & Gas Supervisor. The meeting, to be held March 14th in Knoxville, is to allow the state officials and TOGA representatives, Lynn Wagoner, Bill Goodwin and Scott Gilbert, to discuss specifics of complaints about regulations since the regulatory function was moved from Geology to Water Pollution. OIL & GAS BOARD HEARING, APRIL 12TH -The Tennessee Oil & Gas Board will meet at 9:00 a.m., Thursday, April 12th, in the 17th Floor Conference Room, L&C Tower, 401 Church Street, Nashville, TN. The Board will deal with the fact that the Tennessee Court of Appeals remanded to the Tennessee Oil & Gas Board the matter of the West Oneida Secondary Recovery Project to be utilized for subterranean gas storage.

EXIBITORS OVERFLOWING UP FOR 36TH TOGA CONVENTION There is now a waiting list for exhibitors for the 2007 TOGA convention in Nashville, May 9th through the 11th. RESERVE YOUR CONVENTION ROOM NOW- The 2007 TOGA convention, to be held May 9th through the 11th at the Embassy Suites, Cool Springs in Williamson County, is rapidly approaching. TOGA HELPS BUY A VAN FOR KELSEY-During the recent board meeting in Cookeville, the board voted to make a donation of $250 to help buy a van for Kesley Holman, a brave young lady who was born with Spinia Bifida and fluid on the brain. She is a relative of a driller and the family needs to buy a van with a lift so she can get around. The family has been hit with tons of medical bills and their finances are stretched to the limit. That is why they need help from the oil patch. Several members, including Bill Ray, Scott Gilbert, Vickie Guess and others, made direct contributions to Kelsey's van in addition to the TOGA donation. HELP FIGHT OIL FIELD THIEF, VANDALISM- TOGA member Roger Parr has had a rash of vandalism and thief on a lease in the Oneida area and has offered a $5,000 reward to information leading to the arrest of the culprit.
