TOGA BOARD VOTES DUES INCREASE - The Tennessee Oil & Gas Association Board of Directors has voted to raise dues for association for 2008. Dues for individual members will be $250 per year for individuals. Small Corporations (under 20 employees) will be $500 per year, may have 2 voting members. Large Corporations (20 or more employees) will be $1,000 per year, may have four voting members. It was also agreed that dues for new members would be pro-rated on a quarterly basis. A letter from President Wagoner and an application for the new dues structure has been mailed to all existing members.

ALERT - A few of you may have received an application that incorrectly listed the dues for an individual at $150 instead of $250. If you have already sent in $150, you will be invoiced for the remaining $100. If you have not mailed in your dues, please send in the correct amount. We are very sorry for any inconvenience this may have caused.

NOW 15 DAY WAITING PERIOD FOR ALL PERMITS - A state law was passed by the 2007 Tennessee Legislature requiring a 15 day waiting period before issuing any permit, including drilling permits. In addition, all agencies issuing permits are required to maintain a registry of all permit applications so the public can comment during the 15 day waiting period. TOGA plans to make an effort to have drilling permits exempted from this new regulation in the 2008 Legislature.

ATLAS AMERICA HOSTS TOGA, FEB 12TH , KNOXVILLE - The winter meeting of the Tennessee Oil & Gas Association board of directors will be held at the Oak Ridge Country Club on Tuesday, February 12, 2008. The board meeting will begin at 4 p.m., followed by cocktails and d hors d'oeuvres at 6:00 p.m.

SITE COORDINATOR TRAINING, KNOXVILLE, FEB 12TH - The Division of Water Pollution Control will hold Site Coordinator training session on Tuesday, February 12th, at its field office at 3711 Middlebrook Pike, Knoxville, TN. DUES INCREASE VITAL, SAYS TOGA PRESIDENT - In a letter to members, President Wagoner pointed out that, "The Tennessee oil and gas industry has faced many new challenges in the past year. Tennessee regulatory officials have proposed changes in bonding new and existing wells. They are also seeking an Abandon Well plan. Some of these changes have already been acted on by the legislature, but have not been implemented into the current regulations. TOGA opposes some of these proposed changes and we must do whatever is necessary to protect our industry. Some of our most serious issues will have to be dealt with by lobbying in the state legislature. In order to best serve our members in the future, I believe the association will need to have a paid staff member to help stay abreast of the current issues facing our industry.

TRUSTEE NAMED FOR SOMERSET REFINERY - William Bishop, Quintana Coal Kentucky, LLC., Lexington, KY., has been appointed the Chapter 11 trustee for the Somerset Refinery by the Bankruptcy Court, replacing Bill Spears. It is reported that Bishop is entertaining offers to take over the refinery debt, rework the refinery and put it back into operation.

ATLAS AMERICA BUYING VINLAND TENNESSEE ASSETS - It has been reported that Atlas America is in the process of acquiring the Tennessee leases, gathering systems and pipelines of Vinland Energy, formerly Nami Resources. A stripping plant is being planned to comply with new FERC regulations mandating pipeline gas must be 1110 BTU or less.

MONTELLO TO BUILD ON DEEP TEST - Montello Resources Ltd. has acquired additional 190 acres of leases near its recently drilled deep test in Morgan County. The company is in the final stages of surveying the site for a proposed follow-up second test well to the 9,580 ft. John Bowen #2 Well which is cased and scheduled to be logged in the New Year.

DOWNHOLE CAMERA AVAILABLE IN TENNESSEE - Carbon Atom Video, Byrdstown, TN, has a Hi-Definition color camera well logging system with pan/tilt capabilities.
