TOGA BOARD TO MEET IN OAK RIDGE, SEPT 8TH-The Tennessee Oil & Gas Association board of directors will meet at 5:00 p.m, Thursday, September 8, 2011 at the Oak Ridge Country club. Items on the agenda are the proposed new regulations, state fracing regulations now being drafted as well as the effort by TOGA to get the regulatory functions of oil and gas moved out of Water Pollution Supply.

STATE TAKING LEAD ON FRACING REGS-Although the state legislature passed a resolution calling for TOGA to meet with environmental groups to develop recommendations for fracing regulations for the state, Water Pollution Control has called for a meeting at its Knoxville headquarters to get started on writing these new regs. TOGA representatives and a host of environmental groups have been invited to attend the August 10th meeting.

OIL & GAS BOARD MEETING AUGUST 26th The Tennessee Oil & Gas Board hearing, scheduled for July 6th, to consider new and revised Oil & Gas Regulations has been delayed and tentatively scheduled for August. The reason the hearing is to be delayed and rescheduled was because it was noted that a fiscal note had to be attached to any new regulation. This calls for the staff to determine what it will cost the industry and what it will cost to enforce these new regulations.

CUSTOMER APPRECIATION EVENT-Environmental Standards would like to invite all TOGA members to a “Customer Appreciation Event” on September 22nd from 3:00 to 9:00 p.m. It will be held at their offices, located at 1013 Brentwood Way, Kingston, TN 37763. There will be plenty of BBQ, BEER and music. Contact Shane Penn at 865-376-7590 ext. 809 or email at spenn@envstd.com to RSVP.

TOGA PRESSING TO MOVE OUT OF WATER POLLUTION CONTROL-        Now that Bill Haslam has been elected governor and there is a new Tennessee Department of Environment and Conservation, Robert Martineau, Jr., TOGA is stepping up its effort to get the regulatory functions of oil and gas moved out from under the control of Water Pollution Control, where it was placed under the previous administration. TOGA representatives and its attorney first met with the new Commissioner and the new Deputy TDEC Commissioner for Environment, Shari Meghreblian. The focus at that meeting was to get acquainted and to discuss the fracing regulations being pressed by environmental groups. Since that time, the TOGA counsel, Culver Schmid, has met with the commissioner and the assistant commissioner to spell out why TOGA is pressing for this move. The commissioner told Schmidt, the governor has ordered a top to bottom review of all Departments. No decision will be made until that review has been completed.  A completed status report of this effort will be presented to the TOGA board at the September 8th meeting.

EDUCATOR OFFERS TOGA CLASS FOR TEACHERS-A Georgia educator will attend the TOGA meeting prior to the Christmas Party to preview a program he has developed titled Oil & Gas for Teachers.  He will ask TOGA to consider sponsoring the program to help Tennessee teachers understand the oil business. He writes, “I have been continuing my investigations of new production strategies and the course will be current to today’s drilling and fracking. America needs the energy and the jobs. Once people here the truth about the process, they will not be so easily mislead by those who want to scare away reasonable development actives.

RUSSIANS AIDING ANTI FRACING ATTACK-An NPR story last week has confirmed that the Russians are directly involved in the anti-fracing effort, reporting that the Russians are doing anything they can to discredit shale gas any way they can.  They have been very active, via their intelligence agencies, in the anti-shale media blitz in the northeast United States. They have been lobbying against shale gas all around the world, including India and France. The worldwide production of shale gas will knock a hole in their near monopoly on natural gas for Europe.

MILLER HIT WITH FALSE, NEGATIVE ARTICLE-Miller Energy Resources stock took a hit last week when an internet blogger put out an error-filled article on the web.  The blogger put a negative spin on Miller’s rise from a pink sheet listed company to a New York Stock Exchange listed firm.   Miller management pledges to see that the truth comes out and the stock recovers.
