OIL & GAS BOARD HEARING, SEPTEMBER 23RD, YOUNG ON DOCKET - The Oil & Gas Board will meet at 9 a.m., Monday, September 23rd in the 17th floor conference room of the L&C Tower, 401 Church Street, Nashville, TN. The meeting is to hear the contested case of Young Oil Corporation, assessed a $116,000 penalty in a Citation for failing to submit a proper annual well report and for failing to plug non-producing wells in a timely manner. The hearing will be held before an administrative law judge.

ALL INVITED TO SEPT. 9th TOGA BOARD MEETING - Universal Well Service will sponsor the September 9th meeting of the Tennessee Oil & Gas Association, to be held Thursday September 9th, at the old First Trust Bank building, 285 S. Main St, Oneida, TN The building is now owned by Bill Ray. The Meeting will start at 4:00 P.M. EST, with a reception to follow after the meeting. Anne Byrd will provide the food. The focus of the meeting will dealing with spills and other emergencies. "This recent BP spill is a chilling reminder that spills do happen and we need to be prepared," said TOGA president Jim Washburn. "We will have one of spill trailers on site for inspection and we will review our emergency response plans during the meeting. Anyone interested in participating in a TOGA emergency response effort or has any suggestions on how to improve it, is encouraged to attend this meeting," he added. As always, there is a standing invitation for any member or guest to attend the association's board of director meetings.

DIRECTORY, STICKERS, BROCHURES IN THE MAIL SOON - TOGA members will soon be receiving a large mailing including a 2010-2011 TOGA Directory, TOGA Member window stickers and brochures and flyers from some of the exhibitors from the 2010 convention. Please study the information and do business with the exhibitors when you can. It was only because of their participation in the convention that we are able to keep the registration as low as possible. So do business with them throughout the year and encourage them to exhibit at the convention again next year.

TOGA STUDYING PROPOSED REGS, NEEDS COMMENTS - The staff-proposed changes to the Oil & Gas Regulations are now posted on the TOGA website, a www.tennoil.com. These regulation proposals will be discussed at the TOGA board meeting in Oneida, September 8th. If you have comments or suggestions, plan to attend the meeting or send your comments by mail or email to the TOGA office.

NY SENATE APPROVES FRACKING MORITORIUM - The New York Senate has voted to issue a temporary moratorium on a type of natural gas exploration that combines hydraulic fracturing with horizontal drilling and the injection of millions of gallons of chemically treated water underground. This measure is to ensure an adequate review of safety and environmental concerns. Brad Gill, the NY Oil & Gas Association executive director said the moratorium is delaying jobs, tax revenue and other benefits the state would attract with more drilling.

EPA HYDRAULIC FRACKING STUDY CONTNUES - The Environmental Protection Agency has concluded three of the four public informational meetings to seek input into developing its proposed plan to study the relationship between hydraulic fracturing and drinking water. If you can't attend the final meeting August 12th in Binghamton, NY, you may submit electronic comments to the EPA at hydraulic.fracturing@epa.gov, or send written comments to the EPA at the following address: Jill Gene, 1200 Pennsylvania Ave., NW, Mailcode 4606M, Washington, D.C.

APPALACHIAN GAS CONFERENCE, OCT 28-30, PITTSBURG - Platts 3rd Annual Appalachian Gas Conference is scheduled for October 28-30, 2010 in Pittsburg, PA. As TOGA is helping promote the conference, all TOGA members will receive a $350 discount off the registration fee. Look for details in the next two issues of Ky-Tenn Report.

WATCH OUT FOR HOUSE SPILL BILL - A little-noticed rider to pending House oil spill legislation would end the oil and gas industry's exemption from construction storm water permitting requirements, reviving a long-dormant debate in Congress over the exemption and sparking industry fears about a slew of other anti-oil industry measures being attached to the bill.
